bundle libsecp256k1 in android apk

this works as there is already a p4a recipe upstream: https://github.com/kivy/python-for-android/blob/74bf788a293847c5d6966b2307ee68854d68015f/pythonforandroid/recipes/libsecp256k1/__init__.py
